1. For a precision/polished look hold the pencil at an angle along the upper lash line.  Start the lining from the inner corner moving the pencil along the lash line in small application strokes.  To give a lift to the eyes, line the top lash line only.  For definition around the entire eye, line the bottom lash line as well.  To soften the look, try smudging with the CARGO Eye Lining Brush.
2. For a sultry, smokey eye apply as the final step along the inner rim of the eye.
