This manages to do both, and very well. It cleans very effectively. This stuff is very gentle, and it doesn't sting your eyes. I was also very impressed with how much lather you can get out of a small amount. A dime-sized amount is enough to wash half of my body. About twice that is enough to wash my thick, coarse hair twice. I love this stuff! VS Most Liked Negative Review No longer soap-free; miss old formula! It seems to be too irritating and too much like bubble bath. I don't recommend this for babies with sensitive skin, especially little girls. It foams up nicely and washes thoroughly without any irritation. And it makes the baby's hair so soft! This fragrance free body wash and shampoo does an excellent job in cleaning, and even has, ironically, a subtle pleasant smell (from its natural substances, as there are no added fragrances.)
