Bottom Line: not recommended

This pencil is not Navy, it's more of a lighter blue. I applied this pencil and two hours later it was in the crease of my lids. It smudges easy, it's not long lasting and too expensive for a drugstore eye liner. I will not purchase this again...

it goes on smoothly, color is great.... the best I've used so far. however, it can smudge a little if not careful when you touch your eye area with your hands........

Bottom Line: recommended

It's true this eyeliner will put you back a few more dollars than some of the other drugstore brands. However the high pigment does make a difference. You don't have to draw over and over the line -- once is quite enough for color impact. This means you have to be a little more careful with your line drawing but creates less drag on the delicate eye skin, and holds up better on an oily eyelid. Great product if you are willing to shell out a little more cash for quality.
