I am about to buy another one of these for a friend who has bad hangnails. You use this little nipper to cut the hangnail off by holding the blades parallel to the skin. This makes it so the hangnail doesn't catch on more stuff and start to run again. These work MUCH better than scissors on hangnails for this reason.

Oh, and the little carrying case that comes with the one I have is nice too. This one looks a little different from mine, though; mine didn't have a textured area. Tweezerman makes good products, though, so I'm sure this will be fine. They also sharpen their tools for free, which is crazy! Have yet to need to take advantage of this, but nice to know it's there. :)
